MPCI Program (Maritime Pre-load Cargo Information)

Dear Customers,
We would like to inform you regarding the newly implemented regulatory framework by National Advance Information Centre (NAIC) in UAE to declare the Advance Manifest Cargo information of all maritime (containerized) import cargo information.
According to this regulation, all entities - including shipping lines, freight forwarders, NVOCCs, and shipping agents are required to complete registration with NAIC. Upon registration, each entity will be assigned a unique 7-digit Alpha numeric Maritime Preload Cargo Information code (MPCI party ID).
Seth Shipping Ltd (SETH) MPCI Party ID is SESSL00.
This program officially went live, with a grace period extended until 31st of March 2026, during which no penalties or enforcement actions will be applied.
The program requires that Original Port of Loading of the cargo as well as the final Transhipment Port will declare the Advance Manifest Cargo information 24 hours prior to loading.
• Imports into UAE - must mandatorily declare “Direct or Master Bill of Lading”
• Transhipment and FROB through UAE – As guided by NAIC, all Bills of Ladings transhipping or transiting through UAE will be declared as “Direct Bill of Lading”
Based on this regulation the Shipping Instructions (SI) submission process for cargo destined, transiting and FROB through UAE and cut-off timelines will be changed and updated accordingly as part of schedule update.
Beneficial Cargo Owners (BCO) should specify in their SI that this is a Master Bill of Lading.
Freight Forwarders should specify House B/L (HB/L, NVOCC) included if required. For such, MPCI party ID is required to declare it to NAIC as ‘Master Bill of Lading’
Freight Forwarders and NVOCCs must file the House Bills of Lading for consolidated shipments through the accredited service providers.
The House Bills of Lading should consist of the data found on the Bill of Lading, along with additional information such as:
• Bill of Lading Number
• Issue Date and Location
• Ports (Loading, Discharge, Transshipment, Receipt, and Delivery)
• Container Details & Seal Numbers
• Goods Details & HS Code
• Involved Parties (Shipper, Consignee, Notify Party, Freight Forwarders and Agents including their MPCI Party ID.
Additionally, freight forwarders must include identifiers for the master co-loader or shipping line. Shipping lines or master co-loaders must include identifiers for any consolidating(child) freight forwarders in cases of consolidation.
After filing, NAIC will respond with one of the following main status codes:
• ACT (Accepted): Approved to proceed with loading.
• DNL (Do Not Load): Loading is not permitted.
• RFI (Request for Information): Additional information is needed for approval. For further details please visit our website.

New misdeclaration policy

Dear Valued Customers,

Safety, compliance, and schedule integrity depend, among other factors, on complete and correct shipment information you share with us.
Please review the following guidance to prevent disruptions and avoid additional costs.

Dangerous Goods (DG) Declaration
DG cargo must be declared in full compliance with the IMDG Code (including UN number, class, proper shipping name, quantities, and packaging). Mis-declaring DG as non‑DG or any incomplete/false DG data creates safety risks and may trigger operational refusals, corrective actions and additional fees at any time even after the booking has been accepted and/or after the container has been received by SETH at the port of loading.

Cargo Description & HS Codes
Shipping Instructions (SI) must include an accurate and detailed commodity description aligned to a valid 6 or 10-digit HS code (as applicable). Missing or inconsistent data may lead to SI rejection resulting in possible shipment delays, inspections, roll‑overs, or customs delays.

Consequences of Missing/Incorrect Declarations
Absent or inaccurate declarations may delay, roll, or prevent loading. In addition, administrative misdeclaration fees may be applied per container, as well as other corrective costs assessed by authorities, ports, or terminals.
SETH may share misdeclaration data with authorities to protect people, assets and the environment or as otherwise legally required.


We hereby would like to update the applicable fees of misdeclarations or missing declarations as follows*,
Effective February 16, 2026:

In order to avoid additional costs:

  • Declare DG correctly from the outset; do not switch DG/non‑DG post‑booking.
  • Use accurate HS codes and commodity descriptions.

The above-mentioned applicable fees of declaration or missing declarations are additional to the applicable base freight charge, THC, bunker, security and PSS related charges applied to FAK or in connection with your existing contact, as well as other charges for additional services, local charges and contingency charges.

(*) These rates are unaffected by, and do not affect, any tariff notified, published, or filed in accordance with local regulatory requirements. For trades subject to the China Maritime Regulations, application is subject to the publication and effective date requirements of those statutes / regulations.
Quotations or mitigation of published rates that vary from SETH’s tariff shall not be binding unless included in a service contract or amendment that has been filed with the Shanghai Shipping Exchange.
